Authorized Use
The NLx Research Hub is authorized to provide access to both real-time and historical NLx job posting data to use cases as approved by the NLx Data Trust Governance Board. Data is currently only authorized for state workforce agency Labor Market Information (LMI) efforts and discrete (not ongoing) nonprofit research projects.
Need NLx Data for Another Use?
If you want to use NLx Research Hub data for a project or application beyond state workforce agency LMI efforts or a discrete research project, we encourage you to still submit a data request. As additional uses of NLx data are approved, priority consideration will be given to those who have already submitted a data request.
Examples of other uses include:
Product development
Platform integration
Job matching
AI and model training
Other services that charge users for access
If you are requesting NLx data to power a public job board (providing job seekers, employers, and the public workforce system with access to information and features at no cost), your data access may come from a source other than the NLx Research Hub, depending on your technical needs.

How to Access NLx Research Hub Microdata
These five steps will guide you through the process to request access to NLx Research Hub microdata.

Before you submit your request, have the following information ready:
Your organization and contact information
A description of your project or research
How you plan to use the NLx Research Hub data including methodologies and outputs
The type of NLx Research Hub data you need such as real-time or historical data, specific fields, and preferred access method (API or secure server files)
The people who will have access to the data
Any supporting documents related to your application
It is the responsibility of the Principal Investigator to identify the authorized representative that has the authority to sign the data agreement on behalf of their organization.

Complete the appropriate data request form below and provide information about your organization, project, intended use, and the data you need.
Data Request for Government Users — For state and other government agencies
Data Request for Non-Government Users — For nonprofits, researchers, educational institutions, and other organizations

NLx Research Hub staff will review your request to ensure the information provided is complete and determine whether additional clarification or documentation is needed. If changes are required, you will receive an explanation of what is needed.
Once your request is complete, it will be assigned to one of the two review paths:
Expedited Review—For requests that meet the requirements for expedited review
NLx Data Trust Governance Board Review – For requests that require additional review. Please allow additional time if Governance Board review is required
If your request is not approved, the Principal Investigator will receive an explanation for the decision. You may submit another request in the future if the project or proposed use is modified to address the reasons for the denial. A denied request does not impact your ability to submit future requests.

If your request is approved, NLx Research Hub staff will send you a data agreement for review and signature.

Once the data agreement is signed, approved users listed on the agreement will receive credentials and instructions for accessing NLx data using the method selected in the request.

Our Expectations for Data Users
Protect the Data
All data users have an affirmative obligation to safeguard the confidentiality of any individuals and employers whose names appear in the NLx dataset. Users must abide by the following guidelines:
Store downloaded data in a secure environment where only authorized people can access it.
Only authorized users listed on the Data Use Agreement can view the raw (disaggregated) NLx data. If you need to add an authorized user, the Principal Investigator can email nlxresearchhub@naswa.org to request the change.
Do not share the data with third parties.
You may share summary statistics, data products, dashboards, algorithms, and code with others who are not listed on the Data Use Agreement, as long as individual job postings cannot be identified.
Sign a Data Use Agreement
All researchers and other approved users must agree to the applicable terms and conditions before receiving access to NLx Research Hub data.
Research and Publication
You may publish research using NLx Research Hub data as long as it follows standard research practices and the terms of the Data Use Agreement. Publications must properly credit the NLx Research Hub and use appropriate data aggregation as outlined above.
Institutional Review Board (IRB)
If your institution requires IRB approval for your project, you must address that requirement before we can review your data request.
The NLx Research Hub is a cloud-hosted warehouse of jobs data sourced from the National Labor Exchange, a partnership between the National Association of State Workforce Agencies (NASWA) and the DirectEmployers Association. This data is available to approved users throughout the workforce and education system.
Data requests should provide reasonable potential to benefit the workforce and education ecosystem the public good. This includes any research project or project that, when completed, provides measurable advancement toward the Research Hub mission to provide and utilize accurate and comprehensive job postings to compile actionable evidence across the Workforce and Education System to connect all workers to good jobs, address critical gaps in labor market information and help advocate for system-wide advancements in research and policy.
